Leave room for “source not yet established.”
A commercial or association water file should not force every observation into a burst-pipe or storm category before the source has been assessed. Record what was seen and who later evaluated it.
Gilbert's stormwater information describes its drainage system and links to municipal reporting resources. Gilbert 311 is a channel for non-emergency town issues; a service request does not establish the cause of damage or a liability finding. View Gilbert stormwater resources and Gilbert 311.
This local page covers water-source documentation broadly. It does not suggest that a drainage concern is a pipe loss or that either description guarantees coverage.
Ask the next question at the right level.
Which part of the record is a direct observation? Which is an expert finding? Which is simply a request for a municipal response? Keeping those labels intact helps prevent a service-ticket description from becoming an unsupported claim conclusion.
For multiple buildings or units, use consistent internal location references and preserve the original reports. If the source remains uncertain, say so. The appropriate professionals and insurer can then identify what further information is needed.
Questions worth asking.
Does a town service request establish who pays for the water damage?
No. Municipal reporting, property assessment, responsibility and insurance coverage are separate questions. Do not treat a report number as a liability or coverage finding.
